Who can do what

This page lists all the orders that can be submitted to NWOL and who has authority to submit them. The monarch and prime minister of a nation can do anything that any other minister of that nation can do, with two exceptions noted below, and are not listed separately here.
 
Send orders for brigade Brigade commander, deputy commander
Reassign commander of brigade War minister of brigade's state, commander of AQ of the same state
Reassign deputy commander of brigade Brigade commander, war minister of brigade's state, 
commander of AQ of the same state
Activate/inactivate brigade Brigade commander, deputy commander, war minister of brigade's state
Send orders for ship/TR Ship commander, deputy commander
Reassign commander of ship/TR Naval minister of brigade's state
Reassign deputy commander of ship/TR Ship commander, naval minister of ship's state
Send orders for frigate group attached to FL FL commander, FL deputy commander
Send orders for frigate group attached to ministry Naval minister, prime minister (NOT monarch)
Reassign frigate group attached to FL FL commander, FL deputy commander
Reassign frigate group attached to ministry Naval minister, prime minister (NOT monarch)
Purchase supplies for land units War minister, treasury minister
Move supplies from one city to another War minister, commander of AQ of the state controlling
the originating city
Purchase stores for ships Naval minister, treasury minister
Move stores from one port to another Naval minister
Raise new brigades Treasury minister
Build new ships/TR/frigates Treasury minister
